The UNAIDS Director of the Regional Support Team for East and Southern Africa, Dr. Sheila Tlou, is expected in Uganda next week for a two-day working visit from November 9-10. Dr. Tlou, who joined UNAIDS on 1 October 2010 will be visiting the country for the first time to boost country high-level advocacy towards HIV prevention. While here, she is expected to meet with Government leadership and partners to discuss the HIV response, within the context of UNAIDS support.
Dr. Tlou is expected to meet with the First Lady, Speaker of Parliament and MPs, the Minister of Health and the Uganda AIDS Commission to discuss revitalization of the national HIV response with focus to Prevention of Mother To Child Transmission and UNAIDS’ 3 Zeros- Zero new HIV infections, Zero discrimination, and Zero AIDS-related deaths. She will also deliberate with the UN Team in Uganda, other Aid Development Partners, and the Civil Society, on progress made so far, new challenges in the HIV response, and map out a way forward particularly regarding incorporating the targets set at the UN General Assembly High-Level Meeting on AIDS in June this year. As the former Member of Parliament and Minister of Health for the Government of Botswana from 2004 to 2009, Dr. Tlou spearheaded the country’s highly effective AIDS programme. Dr. Tlou is also a committed advocate for effective AIDS response in the region. With over 25-years experience in Public health leadership, policy and programming, Dr. Tlou has a vision to revive the HIV response in East and Southern Africa, the epicenter of the HIV epidemic. Out of the total number of people living with HIV worldwide in 2009, 34% resided in 10 countries of Southern Africa. Unprotected heterosexual intercourse, particularly sex with multiple partners is the major contributor of new HIV infections in the region, followed by mother-to-child transmission of HIV. Uganda belongs to this block of unfortunate HIV indices, with concerns of rising new infections estimated at 124,000 annually, out of which, about 24,000 are from Mother to Child Transmission. Similarly, about 157,000 Children are in need of treatment and over 70,000 are not getting it.
