Exploring the use of ICTs to combat violence against women and girls; WOUGNET's experience PDF Print E-mail
Violence against women continues to be widespread and socially tolerated despite the fact that it’s a human rights violation. Violence Against women disempowers and negatively affects women’s health and productivity sometimes resulting into death. In addition, the cost to women, their children, families and communities is a significant obstacle to reducing poverty, achieving gender equality and ensuring a peaceful transition for post-conflict societies. ICTs play a major role in combating violence against women. The Internet can be a useful tool for getting information about gender based violence as well as raising awareness and carrying out campaigns around such issues to the general public and global community. ICTs provide women with an opportunity to highlight and report cases of rape, victimisation, harassment and all forms violence against women and girls to the police and other local authorities. They also provide them an opportunity to avoid being domesticated by opening links with the outside world for business, social networking and reporting or obtaining support in abusive relationships.

Use of the Internet, websites, Mobile phones (SMS and Voice calls), Telephones, TV, radio, news papers, recorders and other ICT media can also be useful in cutting through bureaucratic barriers that are faced in addressing VAW and mobilising local, national and International action. Internet and email are instrumental in mobilising to advocate against violation of collective and individual rights.

Through the strengthening the strategic use of ICTs to combat violence against women and girls project implemented in partnership with the Association for Progressive Communications (APC), Women of Uganda Network (WOUGNET) has over the last 2 years explored the use of ICTs the fight against VAW. The project has contributed enormously to the global campaign through a number of project activities.

 A study was commissioned and an issues paper on VAW and ICT in Uganda has been developed. It highlights the intersection of VAW and ICTs, policy issues, best practices in using ICTs to combat VAW and strategies for enhancing the use of ICTs to Combat VAW.
National strategy meetings and advocacy meeting have been held to raise awareness and network and identify strategies for ICT policy advocacy.

Instrumental to the campaign are the Feminist Tech eXchanges and Tech Back the Tech campaigns that have been carried out during the two years. Feminist Tech eXchanges were aimed at giving activists, service providers, and women’s rights advocates in the field of VAW practical skills to employ in addressing situations of VAW using ICTs as a tool. The focus of the Feminist Tech eXchange training has been on building skills in digital story telling, social media tools for advocacy, and mobile technologies for advocacy.

Tech Back the Tech campaigns have been carried out during the 16 days of activism Against Gender based VAW. During these campaigns WOUGNET has explored the use of new technologies like SMS, social media like facebook, Twitter, blogging to give a new face to global campaign on VAW. Unique and exciting events like wall painting have also been used as a platform for mobilizing and raising awareness on GBV in Uganda.

Through the MDG3 small grants provided under this project four organisations have been supported to carry out projects on VAW and ICTs namely Mahyoro Rural Information Centre (MARIC) in Kamwenge District, Hope Case Foundation in Busia District, Isis-WICCE and Uganda Women Media’s Association in Kampala District.

Advocacy materials such as briefing papers, posters, have also been developed to highlight issues of VAW and how ICTs can be used to strengthen the campaign against VAW. Currently WOUGNET is running Radio Jingles on Capital FM 91.3 and Radio One FM 87.9 - Akaboozi Kubiri being aired at 11.30am and 9.30 pm; and 8.47am and 6.35 pm respectively.

WOUGNET continues to be committed to the campaign against VAW and collaborating with like minded organisations partner in this campaign.
