Overview

Women of Uganda Network (WOUGNET) seeks a consultant to conduct an external evaluation of its Project “Promoting and Improving Access to Agricultural Information using ICTs in Northern Uganda.” The duration of the assignment is 20 days including travel to the project area and desk review. The consultant should have strong skills in both quantitative and qualitative data collection and analysis, good practice of participatory methodologies and experience in working with/in
diverse cultural settings. In addition, he/she should have a proven track record in conducting evaluations of ICTs for development projects and in assessing gender concerns.

 Background information

WOUGNET is a non-governmental organization initiated in May 2000 by several women’s organisations in Uganda to develop the use of information and communication technologies (ICTs) among women as tools to share information and address issues collectively.

WOUGNET’s vision is a society in which women are empowered through the use of ICTs for sustainable development.
Our mission is to promote and support the use of ICTs by women and women organisations in Uganda, so that they can take advantage of the opportunities presented by ICTs in order to effectively address national and local problems of Sustainable National Development. Presently, WOUGNET has over 90 women organisations as members, the majority are in urban areas and/or district towns where there is some Internet access and a few in rural areas.

WOUGNET specific objectives include:
 To facilitate access to relevant information by WOUGNET members in urban and rural areas.
 To provide technical support to WOUGNET members in accessing and applying ICTs in their activities.
 To advocate for the integration of gender issues into ICT policies and programs

To execute its objectives, organisational activities are carried out under three major program areas that include: Information sharing and Networking, Technical support, and Gender and ICT Policy Advocacy.

The consultancy being offered is linked to the Information Sharing and Networking program, which aims at facilitating access to relevant information by WOUGNET members in urban and rural areas through the use of ICTs. Since 2005, WOUGNET with support from the Technical Centre for Agriculture and Rural Cooperation ACP EU (CTA) has run a project targeting rural women farmers in Northern Uganda, with an operating base in Apac. WOUGNET would like to begin to draw lessons learned from its experiences.

Objective of the Consultancy

The main objective of the consultancy is to undertake a project evaluation in twelve parishes in Apac and Kole District, Northern Uganda. The study should be able to show if there has been a change in the livelihoods of the farmers, since the time of the baseline survey done in 2005. The change can be noted in terms of but not limited to;
 Knowledge, skills and usage of ICTs to access information
 Nutritional status of the family
 The availability of markets for the farmers produce
 Improvement in farming practices
 Involvement of the women in community activities e.g. running for local council positions and other leadership positions
 Economic status – income levels, etc.

Specifically the consultant will be required to do the following:
 Provide an inception report within 5 days of contract signing.
 Conduct a study to find out how and if ICTs have had an impact on the women farmers livelihood since 2005 when the project was first initiated.
 Study the mechanisms to Information access by the women farmers
 Study the efficiency and effectiveness of the tools used
 Look into institutional and Organisational linkages
 Evaluate the training approaches
 Study Scalability and replicability of the project Output

A detailed report with report findings and recommendations for issues to be followed up on. Duration

Terms of payment

Payment will be made in Uganda Shillings, and will be made in three disbursements – on signing of
the contract, submission of the draft report and final report.

Interested consultants are requested to provide a statement of interest and availability as well as a
technical and financial proposal on how they will undertake this task. In addition, applicants should
highlight their experiences with conducting evaluations of a similar nature and provide names and
