As noted for the 2009 CTA Observatory, in recent years the ICT4D field has changed its focus profoundly mainly to the wide use of mobile phones. Africa has the highest growing rates of mobile subscribers, while other ACP (African-Caribean-Pacific) countries have witnessed similar developments. The ACP-EU Technical Centre for Agricultural and Rural Cooperation (CTA), together with its partners, held the 2009 Observatory on ICTs on “mobile services” for agricultural and rural development. The seminar was held in Wageningen, The Netherlands from 2 to 4 November 2009 and attended by around 30 international experts.

The aim of the 2009 Observatory is to promote the adoption and further dissemination among development partners and agents of appropriate policies and strategies for service delivery using mobile hardware (phones, computers) and local wireless connectivity. A wiki with the Observatory discussion paper and proceedings has been established. Video interviews by some of the participants are also available including "Mobile Services for Women's Network in Uganda " by Dorothy Okello of WOUGNET, "Validating Information is key for Agricultural Research " by Jacqueline Nyagahima of ASARECA, "Mobile Devices in Wireless Environments: A Reflection " by Ednah Karamagi of BROSDI, and "Mobile Information Services for agricultural and rural development. The Esoko Initiative " by Mark Davies of Esoko in Ghana.
