The Director is responsible to the Executive Board of the Technical Centre for Agricultural and Rural Cooperation (CTA) and to the ACP-EC Committee of Ambassadors for the Centre’s overall operation in accordance with its statutes.
The Director of the Technical Centre for Agricultural and Rural Cooperation (CTA) is responsible for the Centre’s technical, administrative and financial management in line with its terms of reference and the rules in force.
The Director manages and oversees implementation of the projects and activities planned under the annual work programme, ensuring that budgets and deadlines are adhered to and product quality maintained.
He/She is the CTA’s legal and institutional representative in relations with third-party institutions and partners. He/She promotes the Centre’s aims and ensures that its action is effective, taking into account of the priorities of the ACP countries and reinforcing the complementarity of the Centre’s activities with those of the donor community, in particular donors of the European Union.
The Director is responsible for management of the Centre’s human resources. He/She ensures that management procedures are effective, supervises staff recruitment and performance evaluation, the choice and recruitment of consultants and quality control of their performance under the Centre’s rules.
The Director shall be selected and appointed in conformity with the Statutes and Operating Rules of the Centre and with its Staff Regulations. He/She shall be appointed by the ACP-EC Committee of Ambassadors for a maximum period of five years (1 March 2010 to 28 February 2015).
Education
Advanced university degree in the social sciences, in information and communication sciences or in scientific fields concerned with agricultural and/or rural development, in conjunction with specialised training in development economics and management studies.
A sound knowledge of new communication and information technologies and mastery of information technology tools.
Experience
Minimum proven experience of fifteen years:
· in technical and global issues relating to agriculture, rural development and food security in developing countries, together with a sufficient understanding of the interaction between natural resources and the environment and biology and the social sciences;
· at increasingly senior level, centered on national and international cooperation with developing countries;
· in heading and managing international bodies/departments of a comparable size operating in the development co-operation field;
· Thorough knowledge of matters relating to development and institutional reinforcement, including in particular those relating to information and communication technologies and management.
Languages
Excellent command of either English or French, both written and spoken, is essential, as is a
proven ability to work in both languages. Knowledge of Spanish and/or Portuguese would be an
advantage.
Other Skills
Proven ability to encourage and develop team work, preferably in multidisciplinary and intercultural teams, including team work in developing countries. A sound knowledge of and experience in the ACP-EU cooperation system is an advantage.
Specific conditions
The remuneration level is consistent with international standards and laid down in the CTA’staff regulations.
