WOUGNET develops and implements initiatives to pilot and/or establish ICT strategies and policies to promote and support improved access to information by women and women organisations. These projects also serve to create awareness on the opportunities and benefits of the strategic use of ICTs for sustainable development. 

In 2005, the project on “Enhancing Access to Agricultural Information using Information and Communication Technologies (ICTs) in Apac District (EAAI project)” was initiated to develop and improve information and communication systems so as to enable easy access to agricultural information for rural women farmers via a variety of ICTs including mobile phones, radio cassettes, and community radio.


Located in Apac town, Apac District - www.apac.go.ug, the Kubere Information Centre (KIC) was established to act both as an Information Resource point as well as to support project implementation and two-way linkages with the women farmers. This project was initiated with support from the Technical Centre for Agricultural and Rural Cooperation (CTA - www.cta.int). Examples of ICTs that are used by the KIC include radio, telephones, video, audio cassettes, radio cassette, television, computers and CD-ROMS. The KIC sources its information from many sources including the local community, newspapers, magazines, books, the WorldSpace radio, the Internet, etc. A lot of the information available from the KIC is available in both English and Langi, the local language in the area of operation.

The KIC uses many avenues to share out its information including welcoming and hosting farmers at the KIC, running a weekly radio program, organizing video presentations, conducting workshops, etc. The most popular method to-date has proved to be the weekly radio shows which run every Monday from 4:00pm to 5:00pm on the community radio station, Radio Apac - www.radioapac.com

The EAAI project is currently implemented in twelve parishes of Atik, Abedi, Apac,  Kungu, Awila, Apoi,  Aumi, Agege, Angic, Adyeda, Bar Akalo and Adyang. These parishes are within Apac and Akokoro sub-counties of Maruzi county and Akalo and Bala sub-counties of Kole county in Apac District. However, through the use of ICTs, the KIC intends to broaden its services within Northern Uganda while continuing to target rural women farmers as the main beneficiaries.
