So glad you have brought this up! From the women I talk to in both developing countries and in "the west", I hear a resounding "NO!" to the question of ICTs being free to gender disparity or neutral to a person's/user's gender. I hear it about IT users in the work place, IT users in community tech centers, IT careers and even just simply using an online discussion group!
