The Global Information Society Watch (GISWatch) provides a platiform for civil society perspectives on the state of the Information Society. Through encouraging individuals and organizations to contribute GIWatch also aims at strengthening and supporting network platforms and building capacity in research, analysis and writing. The GISWatch annual process of stock taking helps give focus and context to the policy development process and to civil society network and advocacy at national, regional and global levels.

In conjunction with Consumer Education Trust (CONSENT) and Women of Uganda Network (WOUGNET), Uganda Communications Commission (UCC) organized a Consumer Public Dialogue and a Gender and ICT Youth Camp for Lira district that took place at the Pan Africa Hotel in Lira Town from September 25-27, 2009.

Following the expiry of the previous 2003–2008 policy, UCC has been developing a new RCDF policy for 2009-2014. A stakeholders' workshop was organized on 30th July 2009 to discuss the draft policy for RCDF II at Imperial Royale Hotel, Kampala. The second phase of the rural communications development policy (RCDP-II), while continuing to address the broad underlying issues of underserved areas, will particularly focus on three aspects that are key for the development of Uganda as an information society.

The Kenya ICT Action Network (KICTANet) in collaboration with the Association for Progressive Communications (APC) organized a CICEWA East Africa research and advocacy workshop that was held on 25th - 28th May 2009 at Lenana Conference Centre in Nairobi, Kenya.
The workshop was part of the Communication for influence; Linking advocacy, dissemination and research by building ICTD networks in Central, East and West Africa (CICEWA) project supported by the International Development and Research Centre (IDRC). Seven CICEWA East Africa national networks in Kenya, Uganda, Tanzania and Rwanda had conducted research to identify obstacles to universal affordable access to broadband ICT and this was an opportunity for the network researchers to submit their findings, which paved way for discussions on linking these findings to support advocacy activities.

The Commonwealth Peoples' Association of Uganda (CPAUG) announces the report of the Information Society roundtable discussion held on 5th September 2008 in Kampala organized by UNDP, MoICT, CPAUG and I-Network. The Roundtable Report highlights the emerging issues that the various stakeholders need to address if Uganda is to fully implement the outcomes of the WSIS Summits (2003-2005) known as the action Plan and the Action Lines enshrined therein.
These include: 1. The ICT Caravan Project-pushing forward for the implementation of the Project
2. Media Involvement in the ICT Sector and the Information society in Uganda with regard to reporting and challenges.
3. Gender & Policy; mainstreaming ICTs, bringing on board the Gender ministry, and the proposed forum on Gender and ICTs.
