The theme of the 2007 Commonwealth People's Forum (CPF) held in Kampala, Uganda 18 - 22 November 2007 was Realising People's Potential.

This theme was chosen by citizens of Uganda to bring a 'people's' element to the discussions at the Commonwealth Heads of Government Meeting (CHOGM) which was represented by 53 nations and 1.8 billion people. In selecting this theme it was recognised that people remain the most important resource for development. Since the 1960s policy makers, advisors, and political leaders in developed and developing countries have been formulating and implementing strategies aimed at achieving macroeconomic stability, economic growth and poverty reduction. After four decades much work remains to be done.
