Mission: Isis-WICCE’s mission is to promote justice and empowerment of women through investigating and documenting women’s realities and facilitating the exchange of skills and information to strengthen women’s capacities, potential and visibility.

The organization’s overall goal is to create a vanguard of women with the capacity to participate in processes that influence redress, and policies on women’s human rights, peace and human security.
Geographical Area of Operation: Isis-WICCE operates primarily in Africa. However, the organization maintains an international perspective and presence in its operations. Isis-WICCE’s activities are mainly run in response to four international frameworks namely: the 1993 Vienna Declaration and Programme of Action, CEDAW, the Beijing Declaration and Platform of Action and UNSCR 1325 on Women, Peace and Security of 2000. However, Isis-WICCE keeps track on new international frameworks that are put in place that relate to its focus.

Dissemination: Isis-WICCE provides access to a wealth of information through its onsite Resource Centre. It houses a collection of print, audio visual and electronic materials related to women’s human rights issues with;

Researchers and visitors to the Resource Centre can browse the selection of topics and spend time conducting research onsite or sign out the materials for further use.

Additional Information: For the period 2006-2008, Isis-WICCE has registered several achievements in addition to those accrued in the years before . These include; Isis-WICCE being selected by the Commonwealth Foundation and UNIFEM to facilitate the track on Democracy, Peace and Conflict, during the Partner’s Forum of the 8 Women’s Affairs Ministerial Meeting (8WAMM), in Kampala, Uganda in June, 2007. The forum aimed at fostering dialogue on resource mobilization, women’s effective participation in peace building and conflict management, for democracy and development. As a result, a Communiqué urging Commonwealth governments to prioritise gender mainstreaming and its financing in peace building and development work was adopted by the Ministers’ Meeting and the Common Wealth Heads of Government Meeting.

Isis-WICCE also engaged in high level meetings where she organized spaces for women survivors of armed conflict to share their coping mechanisms, the initiatives they have developed to build peace in their communities, showcasing their achievements. Isis-WICCE has presented over 24 papers to inform policy and decision making, academicians and activists on realities of women in conflict situations at regional and international levels. Some of these spaces have included; the Commission on the Status of Women, AWID, African Union, and engagements with the UN Special Rapportuer on Violence Against Women. Isis-WICCE carried out a cross section of advocacy meetings with the Netherlands Government Institutions on its UNR1325 National Action Plan Development process.

Through the International Exchange Cross Cultural Institute, 38 women leaders from 19 countries of Africa, Asia, and South America were equipped with skills in Gender; Understanding of Conflict & Tools for Analysis; Human Rights Instruments; International Humanitarian Laws; and Documentation from a human rights and gender perspective. The women leaders developed 20 plans of action for documentation and were able to highlight different women’s rights violations in situations of armed conflict.

Isis-WICCE completed the research studies on Women’s Experiences during Armed Conflict in Southern Sudan, 1983-2005; The Case of Juba County-Central Equatoria State” and “A situation analysis of the women survivors of the 1989-2003 conflict in Liberia” . These all raised key human rights violations against women in conflict and the burden women are carrying as a result of the after effects of these violations; and which all affect the building of a strong women’s movement.

In Uganda, Isis-WICCE trained 30 women from 8 Community Based Organisations in the Greater North of Uganda, in issues of trauma management and counselling. This was aimed at enabling them recognise their own trauma and address it, as well as support other women war survivors among their beneficiaries.

Following the peace negotiations between the Government of Uganda and the Lord’s Resistance Army (LRA) to end the 21 year civil war, Isis-WICCE was part of the core group of the Uganda Women’s Peace Coalition to ensure that the needs, concerns and priorities of women were integrated in the Comprehensive Peace Agreement that is awaiting for signing. Isis-WICCE played a key role of mobilizing its grassroots nurtured groups to participate in consultative processes and documented video clips that influenced the gender sensitivity of the agreement.


In 2008, Isis-WICCE took the initiative to review and make a gender analysis of the Government of Uganda Peace Recovery and Development Plan (PRDP) for Northern Uganda which was approved in 2007. The process highlighted key gaps in terms of women/gender specific needs and concerns which was presented and discussed with the government and the women’s movement. The success so far is that Isis-WICCE has been given space on the government of Uganda Task force that is monitoring the implementation of the PRDP. Consequently Isis-WICCE received start up funding of its implementation from UNIFEM

As a learning organisation, Isis-WICCE has had several strategic thinking and reflection retreats to review achievements and challenges as well as visioning for the future. As a result, Isis-WICCE finalized its 5 Year Strategy Plan (2008-2012) for its programme “Effective Response to the Needs of Women in armed and post conflict situations” which is informing our interventions.
