The impact of Information and Communications Technology (ICT) in the
economic, social, cultural, political and individual spheres of life is
widely accepted and recognised world over. ICTs give the young
generation a whole range of opportunities; socializing and exposure,
employment, getting information, doing research etc. It is widely
accepted that the use of ICT can have a major influence on how learners
approach learning, now and in the future. ICTs help make learning in
school more responsive to the diverse learning needs of individual
learners and can help make the school learning environment more
conducive to students well being. ICT-based vocational training can
also be useful in helping out of school youth who have not made it to
higher institutions of learning e.g. operating and maintaining computer
hardware, carrying out ICT related businesses etc.

WOUGNET is carrying out a survey on the various approaches it uses to facilitate access to information to its members, partners and at community level using its various ICT platforms. This exercise will help us examine the impact of the diverse ICTs we use with our members and partners. And as a result, we shall be able to improve on the use of old technology as well as adopt new technology to serve better. “Strengthening East Africa’s critical Internet Resources ”Thinking globally; Acting locally” is the theme for the Third East African Internet governance forum (EAIGF) which is currently taking place at imperial royal in Kampala Uganda. The forum started on 11th August and ends on 13th August. The forum was opened by Eriya Kategaya, the first Deputy Prime minister and minister of East African Community Affairs in Uganda who represented the prime minister Apollo Nsibambi. Hon. Kategaya emphasized the need to create awareness on Internet Governance issues within the East Africa region and to enact enabling laws for Internet growth and cyber security.

OverviewWomen of Uganda Network (WOUGNET) seeks a consultant to conduct an external evaluation of its Project “Promoting and Improving Access to Agricultural Information using ICTs in Northern Uganda.” The duration of the assignment is 20 days including travel to the project area and desk review. The consultant should have strong skills in both quantitative and qualitative data collection and analysis, good practice of participatory methodologies and experience in working with/in diverse cultural settings. In addition, he/she should have a proven track record in conducting evaluations of ICTs for development projects and in assessing gender concerns.

All East African states are committed, via their espousal of the Education for All (EFA) and the Millennium Development Goals, to eliminate gender disparities in education over the next few years. Promoting gender equality and women's empowerment is essential to poverty eradication and achieving sustainable human development (World Bank 1999). Governments under the leadership of the United Nations have made strong commitments to promote gender equality and women's empowerment through several instruments. In particular the Universal Declaration of Human Rights (UDHR – 1948); the International Covenant on Economic, Social and Cultural Rights (ICESCR – 1966); the Convention on the Elimination of all forms of Discrimination Against Women (CEDAW – 1975); the Beijing Declaration (1995) and the Millennium Declaration (2000).
