Mission The Regional Centre on Small Arms and Light Weapons in the Great Lakes Region and the Horn of Africa (RECSA) is an institutional framework arising from Nairobi Declaration to coordinate the joint effort by National Focal Points in Member States to prevent, combat and eradicate stockpiling and illicit trafficking in small arms and light weapons in the Great Lakes Region and Horn of Africa.

Nairobi Declaration on the Problem of Illicit Small Arms and Light Weapons in the Great Lakes Region and the Horn of Africa was signed on the 15th March 2000 by the Ministers of Foreign Affairs and / or Representatives of the Governments of Burundi, DRC, Djibouti, Ethiopia Eritrea, Kenya, Rwanda, Sudan, Tanzania and Uganda.
Geographical area of operations Burundi, Democratic Republic of Congo, Djibouti, Eritrea, Ethiopia, Kenya, Rwanda, Sudan, Uganda and the United Republic of Tanzania.
Issues area of operations Working with Governments, International Community and Donors, Regional and National Agencies, Private Sector and Civil Society towards a joint effort to regulate and eradicate possession, proliferation, illicit trade, trafficking and misuse of small arms and light weapons in the Great Lakes Region and the Horn of Africa. (Security, Peace and Development, Gender and Armed Violence)
Activities
  1. Supporting Workshops
  2. Organising training for Law Enforcement Officers.
  3. Hosting Ministerial Meetings and National Coordinators of the States Parties signitories to the Nairobi Declaration to review progress in implementation.
  4. Hosting the Annual Civil Society Conference / Round Table Conference in support of the Nairobi Declaration in its efforts to prevent, control and reduce small arms and light weapons in the sub- regions.
  5. Conducting awareness raising campaigns on the menace of small arms and light weapons and developing awareness raising materials for dissemination to the media and gogerments in the sub - regions.
